Annual Meeting

Twin Lakes Water District 95-C

The meeting was called to order at 7:05pm by the Chairman, Don Ellis.

 

16 people attended the meeting.

 

The minutes for the 2006 meeting were read.  A motion to approve the minutes was made by Mike Nelson and seconded Dean Primmer. The motion was carried.

 

Reports for 2006-2007:

 

            Treasurer:  Susan Park gave the financial report for 2006-2007.

 

Balance on hand  May 15, 2006                     $31,847.09

Balance on hand  May 15, 2007                     $26,161.01

 

            Revenue totaled $6,772.61. Expenses totaled $12,323.24.

 

Susan Park reported that our balance in checking was $1,037.27 and $25,131.34 in the Local Government Investment Pool. 

 

A motion was made to accept the treasurer’s report by Mike Nelson and seconded by Terry LaLiberte. Motion was carried.

 

            Correspondence:  Don Ellis noted that a meeting of the DEQ would be held at Twinlow Camp at 6:00 pm on Tuesday, May 22, regarding the installation of water quality measurement devices at Fish Creek.  A letter was received from the Twin Lakes Flood Control District with an invoice enclosed for the SnoTel site.  One new water right was received from the Department of Water Resources.

           

            Water Master:  Dan Park, Watermaster reported that he was not activated during the 2006 season. The only activity during the season a meeting at the Sylte Ranch to explore the possible location of a weir for water flow measurement.

 

Snow Survey Report:  Gordon Stephenson reported that the SnoTel site was installed in October and provided measurements continuously. He mentioned that the NRCS produces a publication, “Idaho Water Supply Outlook Report” that summarizes this data for all the drainages in Idaho. This publication is available in print by request or on the Internet.

 

The SnowTel site provides measurements include precipitation, snow depth, snow water equivalent, air temperature, soil moisture and soil temperature.  Data is available hourly, daily, for the current water year, and historical.  It is available on the Internet at http://www.id.nrcs.usda.gov/snow/

 

Currently, the data logger at the dam is recording these items:  Average outflow in cfs every 15 minutes, and daily reservoir water surface elevation at midnight.  The logger has sufficient memory to store data for 9 months. Options for collecting data from logger include:

1.  Physically reading the data from the panel of the logger

2.  Download the data to a cable connected laptop

      Cost:  $2,000 (including laptop)

3.  Wirelessly transfer data to a site.

      Cost:  $5,000-$10,000.

4.  Satellite data feed to NRCS, Water Resources, etc

    Cost:  $25,000.

 

Old Business:

 

Lake and Creek Conditions: Gordon Sylte reported that the lake level was 10.6 on the new staff gauge.

 

Gordon discussed the creek conditions and stated that he and volunteers had placed the previously purchased clay in holes in Willadsen’s field

 

Flow Meters for Fish and Rathdrum Creek:  Chairman Don Ellis reported that members of the committee, Don Ellis, Dan Park, Gordon Sylte & Mike Nelson reviewed the possible location for a flow measuring device on Rathdrum Creek at the Sylte Ranch.  A consultant came out and created an estimate for this weir.  The estimate was approximately $46,000.  The committee will continue to evaluate cost and need for these devices.

 

New Business:

           

Muddling and Repairs: Gordon Sylte noted that this is an ongoing problem that requires annual attention. He recommended that we should continue with the same yearly budget.

           

Budget for 2007: Dan Park presented the proposed budget for the fiscal year.  The budget was discussed and a motion was made by Mike Nelson and was seconded by Terry LaLiberte, to adopt the proposed budget of $6,800 for the fiscal year, 2007-2008. Motion was carried.

 

Data Acquisition Devices for the Twin Lakes Dam:  A motion was made by Greg Durkee and seconded by Paul Matthews to help the Twin Lakes Flood Control District with the purchase of a laptop and interface to the data logger in the amount of $1,000.  Motion failed.

 

Don Ellis appointed a subcommittee consisting of Dan Park and Mike Nelson to meet with the Flood Control District and consultants to gather information.

 

A motion was made by Susie Ellis, seconded by Paul Matthews  to approve the expenditure of up to $5,000 in matching funds to the Twin Lakes Flood Control District as recommended by the subcommittee and approved by the board..  Motion was carried.

A motion was made by Gordon Sylte, and seconded by Terry LaLiberte to cast a unanimous ballot for the above nominees. The motion was carried.

 

A motion to adjourn was made by Gordon Sylte and seconded by Paul Matthews.  Motion was carried.

 

Next meeting will be May 19, 2008.
